Roundtable: Institutional capacity in technology supervision
Current and former supervisory officials on what actually limits enforcement. The published note from this session shaped our capacity research project.
Held under a convention of openness, with fourteen participants from six supervisory authorities and two ministries.
What came out of it
The session substantially redirected our research programme. Participants were near-unanimous that statutory powers were broadly adequate and that the binding constraint was technical headcount, pay differentials against the supervised sector, and the retention problem that supervisory experience creates.
