Regulator Technical Capacity Consortium
Shared technical capacity across supervisory authorities that individually cannot justify the headcount but together comfortably can.
No single authority in our study can justify a standing team of senior technical specialists. Five together can, easily. This programme is an attempt to build that shared capacity without requiring a treaty.
What it would provide
- A shared pool of technical specialists available to member authorities for specific assessments.
- Common assessment methods, so findings are comparable across jurisdictions.
- A route for mutual recognition of audit, reducing duplicated assessment cost.
- Training that member authorities cannot individually resource.
Why this is hard
Everyone agrees with shared capacity in principle. Nobody wants to fund a body they do not control, and every authority has legitimate reasons to prefer its own methods. The design problem is governance, not technique: a consortium that no member can direct will not be funded, and one that any member can direct will not be trusted by the others.
